PAYROLL United States statutory filing guide

How to complete statutory filing in the United States

Prepare and reconcile United States federal, state, and local payroll deposits, returns, and year-end filing evidence.

Build a filing calendar Maintain a controlled calendar for federal deposit obligations, Form 941 quarterly returns, Form 940 annual FUTA return, W-2 and W-3 year-end reporting, state unemployment and withholding returns, local returns, and any state paid-leave or disability program. Deposit frequency and due dates depend on the employer and jurisdiction. Confirm them with the current IRS, state, and local authority guidance.

Prepare each filing 1. Reconcile the period payroll register to cash paid, federal income tax withheld, Social Security, Medicare, FUTA, SUTA, state income tax, local tax, and other required liabilities. 2. Separate off-cycle, correction, and voided payments so the workpaper clearly explains the totals reported for the filing period. 3. Confirm the legal entity, FEIN or EIN, state account numbers, period, deposit schedule, and authorized preparer before creating a return or payment. 4. Use Eprecus statutory registers and payroll reports as the source of the workpaper. Tie the filed total back to named payroll runs and retain the calculation review. 5. Submit payments and returns through the current official federal, state, and local channels. Retain acknowledgement numbers, payment confirmation, accepted return copies, and any rejection notices.

Year-end Reconcile employee year-to-date wages and withholding before creating W-2 and W-3 reporting. Reconcile federal wages to quarterly Forms 941 and annual Form 940, then reconcile state and local totals to their respective returns. Resolve name, Social Security number, address, and wage discrepancies before issuing year-end statements.

Corrections and controls Use the applicable official correction process, such as corrected federal or state forms, only after the underlying Eprecus payroll correction is documented. Keep the original filing, correction reason, reviewer approval, revised report, and authority acceptance together. Escalate multi-state, local-tax, agency notice, or late-filing situations to a qualified United States payroll professional.
